This collaborative research includes a series of experiences of community
based land use planning, developed in recent years (2013-2015) around the Ilaló
volcano, in the rural area of Metropolitan District of Quito (DMQ), Ecuador. The
building of the new Quito airport and their respective access roads have speeded up
urban growth at the sacrifice of natural and rural areas of the eastern Andean valleys.
This urban growth has especially intensified in Tumbaco and Chillos valleys,
becoming a serious threat to the welfare of local communities and for the last natural
remnants of DMQ.
The first chapter review the conceptual foundations that have guided the
analysis of the several experiences presented in this paper. The second chapter begin
with a multidimensional assessment the territory that allows us understand the great
value of cultural and natural heritage of Ilaló. Then we look over the major
milestones of these community-based processes, through the different voices and
land-use planning approaches of stakeholders. Our journey begins with the land-use
planning process of Comuna Tola Chica. Then we continue with other community
based land-use planning experiences developed simultaneously within the same
period, including the attempt of the DMQ’s Council to declare a new metropolitan
conservation area named Special Intervention and Recovery Area of Ilaló. Finally, in
third chapter, we recover the key learnings and insights, concluding with some
recommendations and proposals to improve stakeholder’s collaboration towards a
more sustainable land management.
