The trajectory of planning and promotion of bilingualism in Colombia through social programs under the parameters of public policy has been related exclusively to teaching English as a second language. With a tour that still goes back to the period of the Conquest to the present day, we are witnessing objectives and goals along this time that have not completed effectively and successfully achieved their particular purpose, a Colombia bilingual whose second language competence is English. Therefore, the main objective of this work is to raise the importance of the implementation of a new model of evaluation of public policies not as a process of marking a stage in a social program that seeks to overseeing or to indicate under a regulatory framework and demarcating one boundary between the technical and the political, but rather focused on investigating and evaluate continuously the program processes , its results and impacts from planning and implementation in order to improve the public management and institutional capacity, encouraging the participation of all social stakeholders and achieving greater efficiency in the results.
In this context, was taken as the subject of this work the project entitled "Bogotá Bilingüe en diez años" as an example of public policy in order to be evaluated under the methodology proposed by Angel, P. and Novakovsky, I.
