The systematization arises from the deficiencies detected in a previous diagnosis
made in the Autonomous Decentralized Government (GAD). The government is an
institution whose purpose is to provide a service directly aimed at the community of
the territory in which it is framed. In the aforementioned diagnosis, it was found that
there was no adequate system for assessing charges that would allow the
establishment of a fair and equitable salary system through which the worker would
know the activities to perform in the position he was occupying and the economic
benefits to be received for his job. correct execution. The non-existence of the
description of 80% of the profiles was also deficient, which made it impossible to
correctly carry out the merit and opposition competitions that are carried out within
the GAD and at the same time establish a correct assessment of positions.
Due to the aforementioned shortcomings, the project was intended to lay the
foundations to establish an adequate salary system for workers and for this purpose it
was decided to raise the information required to design the non-existent profiles and
perform the assessment of corresponding charges. The authoritative processes of
support in the Government were taken as an example of the organizational chart,
which are formed by: General Secretary Management, Financial Management,
Human Talent Management, Information Technology Management and
Communications. The results obtained were socialized through work sessions with
the Human Talent Directorate of the GAD giving positive results for this entity. |
